What happened: Gwinnett issued 14 building permits on Sept. 2 for Accent Sugarloaf at 1855 Apogee Way, between Sugarloaf Parkway and Cruse Road.
The number that matters: $59.1 million in estimated construction value, or roughly $179,000 per apartment before land.
When it affects you: Crews are already on site. Westplan hasn't said when leasing starts or what rent will cost.

$59,086,100 is the combined estimated construction value on the 14 permits, by our count of the county's report.
That works out to about $179,000 per apartment in construction alone, before land, design or financing.
Three apartment buildings make up $55 million of the total, and the rest covers garages, a pet spa, a pool building and parking lot lighting.
Dutch investors put in more than $16 million of equity and are targeting roughly a 17% annual return.

$59.1 million, all private. Taxpayers aren't writing this check. Westplan says Dutch investors put in more than $16 million of equity, targeting about 17% a year, on the developer's 73rd apartment project. The estimated construction value covers the buildings only, not land, design or financing, and it leans on Westplan's 330-unit figure because the permits leave the unit count blank. The timeline slipped: the 2024 land sale promised a spring 2025 start, the county permitted retaining walls July 31, 2026, the building permits came Sept. 2, and a construction trailer followed Sept. 17.

Westplan and its investors take the risk and most of the upside if rents and an eventual sale pencil out; the developer has built and sold Gwinnett complexes before, including Aspire at the Ballpark and Highlands at Sugarloaf. Land sellers Foxfield and AEW already got paid. Future renters carry the cost, and Westplan's CEO told Dutch investors this summer that rents have room to rise because wages have gone up. The fair counterpoint comes from the same release: Westplan acknowledged some submarkets saw so much new supply that rents actually fell. Which way Sugarloaf lands depends on what Accent charges when it opens.

Three hundred thirty households is a small town's worth of people moving onto one corner of Sugarloaf Parkway.
Daily life: More neighbors, more cars and more demand on the Sugarloaf Parkway and Cruse Road corridor, next to a logistics campus that's adding its own truck traffic.
Your money: $59 million of new construction eventually lands on the county tax digest. For renters, the only number that matters, the monthly rent, hasn't been published.
Disruption: Expect construction traffic around Cruse Road for the foreseeable future. Westplan hasn't released a completion date.

There's no vote left to take. The zoning is settled and the permits are issued, so what comes next is construction, then leasing.

Accent Sugarloaf is a 330-apartment complex on a 13.75-acre slice of the Sugarloaf Logistics Hub, the nearly 300-acre industrial campus rising along Sugarloaf Parkway. Westplan Investors, an Atlanta developer that builds under the "Accent" name, bought the land from campus developers Foxfield LLC and AEW Capital Management in 2024. The permits cover three apartment buildings, four garage buildings that each carry two residential units, three more garages, a maintenance building with a pet spa, a pool equipment building, a trash compactor and parking lot lighting. The mailing address says Lawrenceville, but every permit is marked outside city limits, so this is unincorporated Gwinnett. The site was already zoned RM-24 for apartments when it sold.
